Global Infrastructure Completion Risk Rating Criteria

Completion continues to pose a significant risk with numerous infrastructure projects experiencing delays, cost overruns, and termination as result of challenges during the construction phase. The unique analysis required to evaluate such risk has led Fitch to breakout completion risk into its own standalone criteria. While the analytical approach is conceptually the same, Fitch’s new completion risk criteria is designed to provide greater detail and transparency on important factors including: a project’s complexity, scale, and duration (CS&D) which is considered the main driver of the analysis; availability of replacement contractors; and contract terms.
